Once the interior is painted thoroughly, rot-resistant cleats of Western yellow cedar are attached to the frames using a Hilti nail gun and chrome-vanadium nails.  A grid of 3/4 inch marine plywood strips goes on top of the yellow cedar, giving the shipwright something to attach the hull liner to.  

Before the hull liner goes in, the hull is sprayed with fire-retardant closed-cell urethane foam to the height of the plywood matrix, which is 1-1/2" to 2" of foam.  This serves to keep moisture away from the hull and to insulate it for both heat/cold and sound.  You'd be amazed how quiet it is inside a steel boat that's foam insulated.

Fire-retardant paint goes over the foam, then the hull is almost completely lined with marine plywood...  The plywood is first treated with a penetrating epoxy on both sides.
